Hamas, the Gaza War and Accountability under International Law
The Jerusalem Center for Public Affairs, in cooperation with Legacy Heritage Fund and Konrad Adenauer Stiftung, hosted a conference titled "Hamas, the Gaza War and Accountability under International Law." This conference, held on June 18, 2009, attempted to fill the gap by critically examining the laws of war and laws of terrorism and genocide and their application to Hamas and its supporters and allies. The conference aimed to produce workable suggestions for increasing legal accountability for Hamas and other similar non-state violators of international law in the age of terrorism.
Defensible Borders on the Golan Heights
The Jerusalem Center for Public Affairs hosted a press conference on April 22, 2009 for the release of its new special report by Maj. Gen. (res). Giora Eiland. The report, entitled Defensible Borders on the Golan Heights. This analysis demonstrates that Israel does not possess a plausible solution to its security needs without the Golan Heights. Not only was the "solution" proposed in the year 2000 implausible at the time, but changing circumstances have rendered Israel's forfeiture of the Golan today an even more reckless act.

On War Crimes in Gaza
While the human rights organizations are pointing an accusing finger at Israel due to the operation in Gaza, according to international law it is precisely Hamas that committed war crimes. The widespread accusation regarding disproportional use of force does not meet the test of international law that places the emphasis on intention rather than results.
Dr. Avi Bell gives a briefing on "War Crimes in Gaza" at the Jerusalem Center for Public Affairs on February 9, 2009.

Av
erting Abuse of Universal Jurisdiction
The idea of universal jurisdiction was conceived to stop officials who have engaged in war crimes, like genocide, and who have escaped the law. It should be directed at countries like Iran, where those who incite for mass murder are considered heroes, and not against the U.S., the UK and Israel, who are leading the war on terrorism and have functioning legal systems that prosecute those who really violate the laws of war. IDF Maj.-Gen. (res.) Doron Almog addressed a conference in London on Nov. 26 through a video link, since according to British law he could be arrested in Britain for allegations made by Palestinian activists with regard to his past efforts to fight terrorist organizations in Gaza.

Israel at 60: Its Historical and Legal Rights Still Challenged?
The year 2008 marks sixty years since the establishment of the State of Israel. Yet, today, notwithstanding a 1922 League of Nations Mandate affirming the Jewish people's right to reconstitute itself in its ancient homeland, Israel's fifty-nine year membership in the United Nations and its extraordinary achievements, the very legitimacy of a Jewish state remains an issue of public debate. This conference, held on March 26, 2008, engaged in a critical examination of the debate on Israel's legitimacy, and the rights of a Jewish nation-state and Jewish self-determination among other nation-states of the world and other nations' claims to self-determination.
